Your Civic is bolt pattern is 4x100.
These rims have 2 patterns drilled, hence why it has 8 holes. one set is 4x100 & the other is 4x114.
These rims should be plug & play for you, assuming the bolts come with it.
Offset just means the distance between of the hub mounting plane & the centreline of ur wheel.. the lower the number (could be in the negative) the deeper into the car the wheel is, creating the ''deep dish'' look. Some offset wo not fit some vehicles resulting in a need for a spacer.. but these rims have a 35mm offset which is perfect for ur vehicle. So again, looks like these rims will fit ur 95 Civic hatchback just fine.
