i getting a 2000 honda civic si and my friend got a b18c and i want to out run him what should i do 2 my b16

try to do as much as you can

turbo.
exhaust.,..
intake.

just do all the things to the engine
and dont waste money on the loks
unless it like totally needs a paint job
but if l were you, maybe after a turbo, l would be hoping to beat the b18c

He has a B18c in what? A Civic, a CRX, what?

It does not matter what engine he has, it matters what vehicle it is in. If he swaps it into a Civic Wagon, it will be really slow. If it is in a CRX, & he adds a few parts to it, it will be really fast.

As far as what u should do with ur B16. Who said u had to do much? The B18 only has a few extra horsepower anyway, depending on specifically which B16 u have. It is barely any difference at all. With a good launch, u could beat him anyway. Again, depending on the vehicle it is in. And how well each of u drive.
