Well it is actually my friend, but he did loose his keys to his 1999 honda civic. We have a honda dealer in town here, but what all does he need to get a copy? Vin number and registration I am guessing? How much does it generally cost?

If you bought the car from the dealer, you would need the sales paperwork to see if they have the keycut records on file. They track backwards from the sales invoice.
If you did not buy from them, then you go to a locksmith. If you have no keycut numbers, he(she) will pull the locks and re-pin or replace the lock and barrels to matching keys. This can get expensive as it is a lot of works and parts needed.

l do not know how it works for Honda, but l work for Subaru and we can get the cut code off of the VIN. A '99 Civic probably does not have a chipped key so they should not be terribly expensive. I'd go to the Honda dealer and at least ask if they can cut a key off of the VIN.

No dealer will cut a key for u unless u present them with a valid identification & vehicle registration. It will have to be in the same name so most likely a dealer will not cut a key for u if u r not the owner of the car. Your friend can get a key made.

honda can retrieve the key cut code from their secure online database using the vehicle identification number.

that vehicle did not have immobilizer on it so there is no chip in the key. Honda dealers charge about $10 to make the key.
